What is the difference?
in my opinion, value based vs policy based

In comparative, we have to remember why education systems were built... they were built for a standardized collective group of people. A system is designed to promote or fail people, not compromise. Rules and policies leave very little room for collective dialogue. Change is not a goal of a system.

"Indigenous" peoples first experience with an education system are residential schools, while others were in mainstream public schools.

The BC public school system has changed in the way it may deliver the curriculum but it has not changed the way it treats students who do not fit into their standardized scaffold.
